There are certainly cities with more beautiful skyscrapers, but are there great cities with a better mountain view?
The Allianz Tower is the second tallest skyscraper in Italy.

The question arises as to which city has a comparable background.
@Sebastian and Heinz: In my opinion, it depends on how much is the minimum number of inhabitants that we take into consideration. If we take into consideration only the cities with more than 500,000 inhabitants, besides those you have already mentioned, I would only add perhaps Lyon (I am not sure). If you take into consideration smaller cities, there are many.
Obviously, I'm talking about European cities. Outside Europe I do not know.
The days when you can clearly see the Alps from Milan are very few (about twenty days a year).
The Allianz Tower, about 210 meters high, is not yet known because it was completed only at the end of 2015 and the offices have moved there a few months ago.
