I remember cycling with the passport at hand in this stretch: Metkovic, north of Neum and south of Neum.
As for the pano, seems that especially the house on the left is a somehow falling towards the sea. Put a few couples of vertical control points on the longest edges of buildings that you find, and you will be fine. This is especially funny to do in Sydney, but I think could be adapted also to Neum - it also witnesses that we trust the local architects.
